I can't believe I'm already asking for help. I've found Sharper's new journal and the "spy room" he wrote about. I've found Phil's Relto and Kirel. Now what? I haven't been able to get into the heart of the city due to the barriers. I'm probably missing something really obvious. Can someone give me a soft nudge in the right direction? Not a spoiler, just a hint.

The only spying I did from the little room was through the telescope. I'm now looking back at my screenshot of what I saw and I see a bunch of books, at least one is a linking book, and a diagram that looks like the lights in a hood water garden with Bob O'Goobo's name on it. Who the heck is that? Am I missing something? Thinking back, it looks like the lights are in a different order on the diagram than in the hood...

Think of the lights in the garden and the name you see and each individual letter of that name represents something.
