Definitely. Registration is not restricted (with the exception of a troublesome few in the past... really troublesome--we're pretty tolerant). Also, explorers have to input a few translated D'ni numbers to ensure that they're an explorer and not a spambot.
But YES, what an excellent opportunity for The Great Tree! Like Marten said, as long as everyone is civil, I hope TGT can be a place explorers can reconvene after the DRC Forum shutdown.
EDIT: I posted an invitation for displaced DRC Forum explorers to the Great Tree forums. Invitation for CIVIL discussion. Emphasis on civil.

It's better this way anyway. More direct to and from the explorers, less toeing the authoritative line.
